An "incestuous relationship" between the Phoenix Fire Department and an insurance company is under attack in the retrial of a civil lawsuit against the insurance agency. The lawsuit was filed against Farmers Insurance by a woman who was wrongfully accused of burning down her home. The criminal case filed against the woman was dismissed in April due to a lack of evidence. With the dismissal, Maricopa County Superior Court Judge Arthur Anderson reopened the woman's lawsuit against Farmers Insurance.
