Port Neches Plant Rocked by Multiple Explosions Was Declared High Priority Violator

The Port Neches chemical plant where two explosions and an ongoing fire prompted widespread mandatory evacuations Wednesday has a years-long history of state and federal environmental violations. The facility owned by Houston-based Texas Petroleum Chemicals, or TPC Group, which manufactures highly flammable 1,3 butadiene, has been considered a high priority violator by the U.S. Environmental Protection Agency for more than two years, and been out of compliance with federal clean air laws since the agency's last inspection in August 2017. State data shows the facility has reported spewing more air pollution than allowed by its government-issued permits five times this year, including hundreds of pounds of butadiene.

Judge Says Facebook Users Cannot File Class Suit Over Damages in 2018 Data Breach

A federal judge has ruled that Facebook users filing suit over a September 2018 data breach cannot file suit as a group. However, U.S. District Judge William Alsup in San Francisco stated that the users can seek better security at the social media company after a series of privacy lapses. According to Alsup, damages for time users spent to mitigate harm required individualized determinations. He will allow users to file suit as a group to seek automated security monitoring, improved employee training, and education on hacking threats.

Lawsuit: Boy Scouts Overlooked Leader's Alleged Abuse

The Arkansas Democrat Gazette reports that two men filed a federal suit in Little Rock Wednesday, accusing the organization of concealing "negligence and fraud.' The men claim they were sexually abused on scouting trips in Arkansas in 1979 and 1980, when they were between 9 and 11, by a leader who the Boy Scouts had deemed "ineligible" to volunteer with boys following accusation of sexually abuse in Georgia two years earlier.
