Houston, San Antonio and Austin currently take different approaches to a key regulatory issue: whether vehicle-for-hire app drivers must undergo fingerprint background checks. The issue has proven pivotal to Uber and Lyft in Texas. Lyft refuses to operate in Houston, where fingerprint checks are required. Foad Assou struck 72-year-old Zebeida Rivera-Roan around 2 p.m. at the intersection of Cesar Chavez and Chicon Street on March 13, 2013. Rivera-Roan, who used a walker and was legally blind, was transported to University Medical Center-Brackenridge and died three days later. According to the TxDOT report, as the driver turned left onto Chicon Street, he yielded to oncoming traffic, but not to Rivera-Roan, who was trying to cross westbound on Cesar Chavez Street across Chicon.
