BP to Pay $50 Million to Texas in Refinery Explosion

Oil company British Petroleum has agreed to a $50 million settlement with the state of Texas over pollutants released during and after the 2005 explosion at a Texas City refinery. The company has also agreed to more than $2 billion in civil settlements over the blast, which killed 15 and injured more than 170. The $50 million settlement is the largest for Texas Clean Air Act violations at a single facility, the Houston Chronicle reports.  Matthew Tresaugue, Houston Chronicle  11/03/2011

Suit Filed over Federal Health Care Hospital Policy

A group of elderly Medicare patients have filed a lawsuit against the Obama administration that claims "they were deprived of coverage by the government health plan" due to stipulations that allow hospitals to deny elderly patients admittance. The suit claims the health care policy allows hospitals to place elderly patients on outpatient status for up to a week instead of admitting them for inpatient care. This practice has caused the plaintiffs to incur large medical bills and financial stresses, the suit says.  David Morgan, Reuters  11/03/2011

Johnson & Johnson Settles $8.3 Million Class-Action Suit

Pharmaceutical giant Johnson & Johnson will pay $8.3 million to a group of primary care clinics in New Orleans to settle a class-action lawsuit over scores of local deaths traced back to the heartburn drug Propulsid. The money will be distributed among multiple clinics that care for patients without private insurance. The New Orleans Times-Picayune reports that some of the funds will go toward the construction of a new permanent primary-care clinic in east New Orleans.  Bill Barrow, New Orleans Times-Picayune  11/02/2011

Audit: Many Natural Gas Pipelines in TX Not Inspected

A state auditor's report released this week found that the Texas Railroad Commission inspected only 65 percent of the highest-priority pipelines last year that were identified in the agency's annual inspection work plan. The finding was just one of many in the audit, which determined that the Railroad Commission has "opportunities to strengthen" its Pipeline Safety and Damage Prevention program. Specifically, the audit cited four areas that need work -- increasing inspections of pipeline systems ranked as the highest priority; increasing the accuracy and completeness of annual pipeline inspections, including reviews of pipeline operators' integrity management plans; following pipeline damage incidents and ensuring that investigations are completed before a case is closed; and strengthening certain information technology controls.  Bill Hanna, Fort Worth Star-Telegram  11/04/2011
