Texas Tribune Daily Brief | | One Injured in Fire at Troubled Pasadena Plant | | One person was injured in a fire that sent plumes of smoke into the air and first responders scrambling to a troubled Pasadena refinery Saturday morning. The fire briefly shut down the Houston Ship Channel and frightened neighbors of Pasadena Refinery System. The incident is the latest to endanger workers in the chemical industry. The Pasadena Refinery System site is technically operating illegally after a key federal operating permit lapsed in 2014. In addition, the Occupational Safety and Health Administration fined the company $14,000 for a December 2011 explosion. Last year, the refinery had 11 lost-time injuries, according to the Pasadena Citizens Advisory Council. Most of the other 19 plants in the council's area had one or no injuries of that type.
